After Vance spent five years and $10 million prosecuting the bank for larceny, the bank and its employees were found not guilty on all 80 charges. CRA regulations give community groups the right to comment on or protest banks' purported non-compliance with CRA. Regulatory changes during the Clinton administration allowed these community groups better access to CRA information and enabled them to increase their activities. On February 13, 2008, the United States House Committee on Financial Services held a hearing on the Community Reinvestment Act's impact on the provision of loans, investments and services to under-served communities and its effectiveness.
They recommended that the federal agencies use the CRA to sanction behavior that either directly or indirectly increased predatory lending practices by lowering the CRA rating of any bank that facilitated in these lending practices. In Congressional debate on the Act, critics charged that the law would create unnecessary regulatory burdens. Partly in response to these concerns, Congress included little prescriptive detail and simply directs the banking regulatory agencies to ensure that banks and savings associations serve the credit needs of their local communities in a safe and sound manner. Community groups only slowly organized to take advantage of their right under the Act to complain about law enforcement of the regulations. The law, however, emphasizes that an institution's CRA activities should be undertaken in a safe and sound manner, and does not require institutions to make high-risk loans that may bring losses to the institution.

The second report to be conducted by the Treasury Department over the next two years, is intended to determine the impact of the Act on the provision of services to low- and moderate-income neighborhoods and people, as intended by CRA. Robert Rubin, the Assistant to the President for Economic Policy, under President Clinton, explained that this was in line with President Clinton's strategy to "deal with the problems of the inner city and distressed rural communities". A week earlier that same December, the existing CRA statute was amended once again upon the enactment of the Resolution Trust Corporation Refinancing, Restructuring, and Improvement Act of 1991. It allowed the Resolution Trust Corporation to make available any branch of any savings association located in any predominantly minority neighborhoods that the RTC had been appointed the conservator or receiver of to any minority depository institution or women's depository institution with favorable conditions.
David Boies, an attorney who has represented Weinstein, had donated $10,000 after Vance's office refused to prosecute on the Gutierrez case. Ultimately, Vance dropped the case after his investigators questioned Battilana. One sergeant claims the questioning was "aggressive and accusatory" and the victim "felt like she was under attack". Despite the existence of the tape of the sexual assault, Vance claimed the case would not have been provable. In August 2013, a cab driver hopped a curb, injuring several pedestrians and severing the leg of a British tourist.

In 1999 the Congress enacted and President Clinton signed into law the Gramm-Leach-Bliley Act, also known as the Financial Services Modernization Act. This law repealed the part of the Glass–Steagall Act that had prohibited a bank from offering a full range of investment, commercial banking, and insurance services since its enactment in 1933.

Vance was a consulting expert to the Office of Family and Children Ombudsman in its investigation of the Wenatchee child abuse prosecutions, and served as Special Assistant New York State Attorney General representing the state in investigations and litigation. The Los Angeles County's coroner's office performed an autopsy on Carter on Sunday, Yahoo can confirm, but the cause of death was deferred.
Earlier in February, Vance's office had hired a consulting company to analyze and manage the documents, and engaged prominent New York attorney Mark F. Pomerantz to assist in the investigation. Among other issues, the investigation is reportedly looking into whether different values for the same properties were reported to lenders, insurance companies, and government taxing authorities. In 2009, Abacus Federal Savings Bank, a small Chinese-American family-run bank in New York City's Chinatown, self-reported a mortgage fraud committed by an ex-employee to its regulators. It led Cyrus Vance's office to later accuse the bank itself of mortgage fraud. In an unusual move characterized by critics as an effort at grandstanding, Vance's office orchestrated a parade of ex-employees of the bank in a chain, handcuffed to each other, in front of reporters.

Vance, and separately New York State Attorney General Letitia James, also investigated the Trump Organization's Chief Financial Officer Allen Weisselberg and his family. Vance's inquiry into whether the Weisselbergs had received untaxed benefits from the Trump Organization was widely perceived as part of a strategy to gain more information about Trump. The investigation of the Trump Organization turned to criminal matters, as announced on May 18, 2021, by the New York State Attorney General's office which was jointly pursuing the criminal investigation with Vance. In March 2018, New York Gov. Andrew Cuomo announced that the New York State attorney general will investigate the Manhattan district attorney's handling of a 2015 sexual abuse case involving Weinstein. NYPD investigators who investigated the 2015 case believed that the sexual abuse case was strong enough to be prosecuted, but Vance opted not to prosecute the case. From August 2017, allegations appeared across various news media outlets concerning Vance's associations, and certain contributions made to his office in relation to past cases.
He contends that the CRA is justified, has resulted in progress, and should be continued. The first major research study of CRA was the 1993 book Community Reinvestment Performance by Kenneth H. Thomas, Ph.D., a Finance Lecturer at The Wharton School of the University of Pennsylvania. The main conclusion of the book, which was based on an analysis of the results of 6,706 CRA exams, was that the law was needed and it works but it must be improved, mainly through better and more objective enforcement to avoid "CRA Grade Inflation". Many of the recommendations in that book were included in the 1995 CRA reform.
The agency noted that latitude would be provided for a short period of time to institutions in the context of examinations conducted after the effective date, July 1, 2007, in order to implement program changes under the new rule smoothly. In 2002 there was an inter-agency review of the effectiveness of the 1995 regulatory changes to the Community Reinvestment Act and new proposals were considered. In 2003, researchers at the Federal Reserve Bank of New York noted that dramatic changes in the financial services landscape had weakened the CRA, and that in 2003 less than 30 percent of all home purchase loans were subject to intensive review under the CRA. At the same time the G-L-B Act's changes to the Federal Deposit Insurance Act would now allow for bank expansions into new lines of business, non-affiliated groups entering into agreements with these bank or financial institutions would also have to be reported as outlined under the newly added section to Title 12, § 1831y , to satisfy Gramm's concerns. As part of his office's ongoing criminal investigation arising from the Stormy Daniels–Donald Trump scandal, Vance subpoenaed Trump's accounting firm Mazars for eight years' worth of Trump's personal and business tax returns and related documents in August 2019. Trump filed suit against Vance and Mazars in the United States District Court for the Southern District of New York to block the subpoena, claiming that as president he was immune from criminal investigation of any kind.

In October 2010, Vance declined to press charges in the dooring death of Marcus Ewing, on the rationale that, because the engine was not running and because the person who opened the door into Ewing's path did not have the keys in his possession, that person could not be prosecuted as a driver.
